"Calling out the ADF Reserves - the need for balance and future sustainability"

Introduction

After two years of operating online DRA Victoria was pleased to welcome back our colleagues both local and interstate at the Hyatt Place Melbourne - Essendon Fields on Saturday 3 September 2022. There was also a live online link for those who could not attend in person.

The conference was followed by a convivial formal dinner.

Conference Program

The conference program provided opportunities to examine the changing nature of Reserve service and the need for balance and sustainability, particularly in view of the increased call out of ADF Reservists for domestic disaster operations, potentially at the expense of diminishing collective training and operational/warfighting skills.

Speakers

  • MAJGEN Paul Irving AM PSM RFD (Retd), President of the Defence Reserves Association, opened the conference.

  • Hon Matt Keogh, MP, Minister for Defence Personnel, described how the Government will achieve balance and sustainability of ADF Reservists in meeting domestic disaster operations. He spoke live via Zoom and can be viewed here (commencing 7:08min into the video).

  • Hon Andrew Hastie, MP, Shadow Minister for Defence, described how the Opposition would achieve balance and sustainability of ADF Reservists in meeting domestic disaster operations.   • Mr Neil James, Executive Director, Australia Defence Association, was a knowledgeable and lively moderator of the Open Forum sessions. The first Open Forum session with Hon Matt Keogh can be viewed here (commencing 19:00min into the video).

  • MAJGEN Rob Roy MacKenzie OMM CD, Chief of Reserves & Employer Support, Canada, spoke about the Canadian experience including the use of Canadian Reservists on domestic operations.   • Mr Andrew Crisp AM APM, the Victorian Emergency Management Commissioner, provided a "non-Defence" view describing the interface between State Emergency Services and the ADF during domestic operations which can be viewed here (commencing 22:50min into the video).   • BRIG Simon Johnstone CSC, Director General Military Strategic Effects, discussed Defence's role in the Australian Crisis Management Framework which can be viewed here (commencing 1:01:40min into the video). He provided a PowerPoint presentation which can be accessed here.

  • MAJGEN Wade Stothart DSC AM CSC, Head People Capability, spoke on personnel initiatives & issues associated with the call out and use of Reservists on domestic operations.
